Construction Manager at Risk (CMAR) is a form of Project Delivery that can minimize risk for all parties involved in a project. From the beginning, the experience, wisdom, creativity and skill of the design professional and construction firms are combined at the table with the client’s understanding of the project requirements. Together they command the classic tripod of functional requirements, design and construction to achieve the highest quality project possible. The procedure is more methodical, manageable, predictable and less risky for all involved.
CMAR is attractive to clients, design professionals and contractors because the client makes the selection of their contractor based on qualifications. When the client is able to hire quality contractors who are inclined to maximize their service and their allegiance to the client in order to obtain repeat work and a good reference, everyone wins. Collaboration is a vital element – CMAR contractors provide advice on methods and materials, technology and construction cost during the design phase to keep projects within budget and reduce design related construction problems; while design professionals are more involved in the construction process and make recommendations that are helpful to the project’s success.
Design-Build (DB) is a form of Project Delivery where one team is responsible for both the design and construction of a project. This approach eliminates many of the issues associated with the traditional Design-Bid-Build method, where the owner, designer, and contractor often experience adversarial relationships based on shifting risk and assessing blame. The DB project delivery process is unique. It is a highly collaborative process requiring complex, diligent up-front planning.
The owner can select the design-build team based on qualifications alone, or based on best value of qualifications with a price component. When the owner is able to hire quality Design-Builder teams who are inclined to maximize their service and their allegiance to the owner in order to obtain repeat work and receive a good reference, everyone wins. Done properly, DB has the potential to deliver a high quality project with significant savings in time and money. The owner can also reduce its administrative work load once the project has begun.
Job Order Contracting (JOC) is a form of Project Delivery that provides an efficient way of getting numerous, commonly encountered renovation, repair, remodeling and smaller construction projects done easily and quickly under a single contract. With an emphasis on a collaborative process embracing partnering and teamwork between owners and contractors, JOC provides the methodology to execute a wide variety of indefinite delivery, indefinite quantity, fixed price, multiple simultaneous orders.
JOC is a highly flexible delivery method that can be used for facility and infrastructure work as well as specialty work such as energy retrofit and renewable energy projects, can even be a method to implement performance contracting, and can even incorporate design as a scope element. Further, the use of a JOC program can significantly reduce the cost of procurement and contract administration for both the owner and JOC contractor.
The ability to engage a contractor in preconstruction services may be the most compelling reason to consider an alternative delivery method for a project. Services a contractor may provide include detailed cost estimating, helping to better control budgetary decision making during design; recommendations for design concepts that allow the contractor to maximize productivity and efficiency with their specific resources and expertise; and input on issues a designer may not be fluent in such as access and site operations, traffic control, or risk mitigation measures.
This program is intended to provide participants with an overview and understanding of the importance of preconstruction services on a construction project, and the role of each party during preconstruction. Topics covered include an overview of preconstruction and its part in the overall project delivery process; the time-value of preconstruction services; the various elements included in preconstruction services and the responsibilities of each party; the preconstruction service process; developing the project’s guaranteed maximum price (GMP); and keys to having a successful preconstruction phase on a project.
Public Agencies have the critical task of delivering infrastructure and facilities for the beneficial use of the public they serve. To do this, often these agencies enlist the help of design and construction professionals with the expertise to deliver their project in an efficient, cost effective and quality manner. The key to accomplishing this is in selecting the right team to perform the work, but just how do you do that?
In this one-day course participants learn the legal requirements contained in Arizona Revised Statutes Titles 34 and 41, as well as school procurement rules related to the selection process for design professionals and contractors for public projects. In addition attendees will learn how to assemble a quality selection panel; clearly define selection criteria to receive the best responses from interested parties; understand how the shortlisting, interview and individual discussion processes work; and some best practices you can apply to your procurement/selection process to improve your project delivery outcomes. Attendees will participate in a selection workshop, using the skills learned during the class to conduct a mock selection process.

Over the past two decades, the Construction Industry Institute (CII) has developed three widely-used scope definition tools to enhance front end planning; these tools are called the Project Definition Rating Index (PDRI), each having a specific focus on these three industry sectors: industrial, infrastructure or building. PDRI is a comprehensive checklist of scope definition elements presented in a score sheet format that allows an integrated project team to critically evaluate the status of an industrial, infrastructure or building project during front-end planning and determine a score that evaluates its level of definition early enough to do something about the gaps identified.
Those involved in the planning, design and construction of projects in these sectors now have a suite of tools that prevent missteps and mistakes and dramatically raises the likelihood of project success. PDRI provides numerous benefits to the project team including better team alignment, risk assessment/gap analysis, progress monitoring, and benchmarking basis. Together, these tools are the most widely used products in CII’s portfolio of management tools.
To be used effectively, the tool should ideally be facilitated in the team environment by a neutral facilitator. Participants in this class will learn how to implement PDRI, the tool that has revolutionized front-end planning and markedly improved performance on major construction project costs, schedules and virtually all operational characteristics.
This course will overview details about the PDRI and its use, and include advanced facilitation instruction incorporating a hands-on PDRI facilitation exercise; it is the first step in becoming a Certified PDRI Facilitator. Certification is optional and includes a written exam, which will be offered at the end of the class and a subsequent take-home PDRI exercise focused on a real project that will be evaluated by the course instructors prior to certification. CEUs will be provided for this training.
Front end planning is the process of conceptual planning and detailed project scope definition required to fully describe a project and determine if it is appropriate and timely to proceed with project execution. Construction Industry Institute (CII) research has determined that one of the most common reasons capital projects fail is due to incomplete front end planning and scope definition during the early stages of project development, and that a structured and comprehensive front end planning approach can significantly enhance the probability of success for a project in terms of cost, schedule and quality.
This course introduces the concepts of front end planning to participants, describing the activities involved and the impact they can have on successful project delivery. The following four activities are covered:
The course also introduces the application of the Project Definition Rating Index (PDRI), a valuable evaluation tool with multiple uses at various key milestone points in the front end planning process.

In this program, which is specifically designed for those who are new to the construction industry or who are in supporting roles and looking for a greater understanding, a cross section of industry professionals will clue you in to the nuts and bolts of the business of construction.
Topics to be covered include the history of construction and project delivery; the role of the three main parties to a project – owner, designer and contractor; the development process; the role of technology in design and construction; and managing risk. Whether you have an administrative, accounting, legal, risk management, marketing, business development or public relations role in the design and construction industry, this seminar is for you.
The use of alternative project delivery methods in Arizona is governed by Arizona Revised Statutes, Titles 28, 34 and 41. ACE and the Associated General Contractors of America - Arizona Chapter co-chair a diverse, comprehensive industry committee that reviews current application of these statutes in practice, and evaluates procdeural changes that might enhance their application. Occassionally these preocedural changes lead to an industry group proposing legislative changes. When that happens, indsutry education is a key to ensuring everyone understands and applies the changes properly.
When a change is made to any of the APDM Titles in statute, ACE prepares a class to share the changes and how they affect memebrs of hte design and construction industry. Last offered in 2010, this course is being updated for new sessions in mid 2017 to cover minor changes that were enacted in 2012, 2015, and anticipated in 2017.
